6th Pay Commission delayed till 2010?

The government may defer the implementation of the Sixth Pay Commission award by a year or even two to reduce the fiscal burden of the recommendations that proposed a 28 per cent across-the-board salary increase for an estimated 4.5 million central government employees.

In Budget 2008-09, the finance ministry has estimated the fiscal deficit at 2.5 per cent of GDP, which is in line with the Fiscal Responsibility and Budget Management Act, 2003. This included headroom for the likely impact of the Pay Commission award.

However, subsequent developments have led to the fear that the Centre’s fiscal position may have taken a beating during the year on account of the farm loan relief package and higher crude oil prices leading to an increase in the subsidy burden.

A final decision could be taken as early as next month, well before six states head for elections to their legislatures.

    Its not the paycommission that is delayed by 2 year, but date of implementation. It was proposed from 2006 and that will be from 2008. We may not get the arrears. But the announcement may be there this month itself and will be effective in this year. Dont wait till 2010.

    As I understand, pay commission announcement will come at any time on the eve of Independence Day or latest by next month. It appears that the central govt is very much concerned about implementation.

    i think i will look for another job. this wait just ain’t worth it anymore

    Mr Jhand i’m sure the government is eager to implement it but where is the money?

    Saurav if you can then speak with some senior officers and take your call.

    Its very funny that Parliamentarians can increase their own salaries at any moment simply by raising their hands.

    This Government is one which seems to be in a state of Coma and needs to quit power on morale grounds. It has been a total failure to control inflation and various issues affecting the common man. Non implementation of pay commission will lead to its collapse.

    Patience of government employees are under test. Vast najority of them expect the implementation to be announced before Independence Day. Amongst the technical and professional of all employees, a sizeable portion are expecting to retire voluntarily and take up other job after the acceptance of the recommendations of 6th CPC. Is that proper that employees have to suffer because of inflation which is predominantly the result of political ambition of their employer?

    On Aug.7, I was under the impression that the govt. is likely to announce implementation news on the eve of independence. But as on date, I feel that govt is unlikely to make any annnoucement before Delhi Assembly elections scheduled to be held in Nov. 2008. So now likey announcement about implementation will come by Dussehra or Diwali. Another two months will be taken for finalsing etc. Govt servants can hope to get revised salary from January, 2009. I wish I could be proved wrong and implementation happens early.

    This poem has been composed by a fourth generation, 24-year old career
    officer in the Indian Armed Forces, spurred by the report of the Sixth Pay
    Commission and an insensitive article written by a ‘respectable’ denizen of
    the country in a national daily on the armed forces and the pertinence of
    the Sixth Pay Commission therein.

    ‘How you play with us, did you ever see?
    At Seven, I had decided what I wanted to be;
    I would serve you to the end,
    All these boundaries I would defend.

    Now you make me look like a fool,
    When at Seventeen and just out of school;
    Went to the place where they made ‘men out of boys’

    Lived a tough life …sacrificed a few joys…

    In those days, I would see my ‘civilian’ friends,
    Living a life with the fashion trends;
    Enjoying their so called ‘College Days’
    While I sweated and bled in the sun and haze…
    But I never thought twice about what where or why
    All I knew was when the time came, I’d be ready to do
    or die.

    At 21 and with my commission in hand,
    Under the glory of the parade and the band,
    I took the oath to protect you over land, air or sea,
    And make the supreme sacrifice when the need came to be.

    I stood there with a sense of recognition,
    But on that day I never had the premonition,
    that when the time came to give me my due,
    You’d just say,’ What is so great that you do?’

    Long back you promised a well to do life;
    And when I’m away, take care of my wife.
    You came and saw the hardships I live through,
    And I saw you make a note or two,
    And I hoped you would realise the worth of me;
    but now I know you’ll never be able to see,
    Because you only see the glorified life of mine,
    Did you see the place where death looms all the time?
    Did you meet the man standing guard in the snow?
    The name of his newborn he does not know…
    Did you meet the man whose father breathed his last?
    While the sailor patrolled our seas so vast?

    You still know I’ll not be the one to raise my voice
    I will stand tall and protect you in Punjab Himachal and
    Thois.

    But that’s just me you have in the sun and rain,
    For now at Twenty Four, you make me think again;
    About the decision I made, Seven years back;
    Should I have chosen another life, some other track?

    Will I tell my son to follow my lead?
    Will I tell my son, you’ll get all that you need?
    This is the country you will serve
    This country will give you all that you deserve?

    I heard you tell the world ‘India is shining’
    I told my men, that’s a reason for us to be smiling
    This is the India you and I will defend!
    But tell me how long will you be able to pretend?
    You go on promise all that you may,
    But it’s the souls of your own men you betray.

    Did you read how some of our eminent citizens
    Write about me and ridicule my very existence?
    I ask you to please come and see what I do,
    Come and have a look at what I go through
    Live my life just for a day
    Maybe you’ll have something else to say?

    I will still risk my life without a sigh
    To keep your flag flying high
    but today I ask myself a question or two…
    Oh India…. Why do I still serve you?

  16. shabana

    touching poem. Indeed the situation is grave one has to think twice before serving india as an army man today. maybe soon one will have to think twice to be a civilian officer in india too.

  17. Raze said

    Dear Irus,
    i didnt get why u talked bout ppl thinkin twice to be civilian officers…coz of the inflation rate huh??but dear as the rate goes higher the ppl in the private sectors get their hikes too…it might not be that proportionate but it exists n does make a difference…its us who have to wait for a long 10 yrs plus to get a kinda proprotionate hike…anyway…is their a point writin all this to???u wud b as helpless as i am…n ur just doin the job ur supposed to…n getting paid for that too rite… 🙂 anyway…all i can say is that if the govt keeps on lookin down on the soldiers then there wud come a day wen there wud b hardly anyone left to put his/her life at stake to protect the boundaries of our so called prospering country…

  18. Irus said

    Hi Raze!

    By civilian officers i meant IAS officers because of low salaries!! and i dont get paid for doing this! this is my personal blog 🙂 Hope you like it!

  19. PS Jhand said

    The views expressed by Mr.Irus in response to Shabana’s long poem appear to be genuine. It is true that very few people are joining Forces today because of low salary. But some day, very few people will compete for the IAS. When private sector is paying in terms of Rs.eight lakh or ten lakh per annum package for professionals. I am not in the Civil services. But I am a professional and working in Central govt servant getting meagre salary. If somebody says : poor govt servants. I feel it as a insult.How do you feel.
