From paper to practicePresentation of 6th CPC Report to the Finance Minister of India

Today the sixth pay commission report as approved by the cabinet has been handed over to DOPT (Department of Personnel and Training) for its implementation.

some highlights of latest developments are

  1. Uniform Date of increment (July).
  2. Reduction in HRA for senior officers in A1 Cities, to bring parity with market rents in metros.
  3. De-merging of Grade Pays of Group B & C employees (which were earlier merged)

Updates from the States

The state governments seem to have been jolted awake with the elections coming closer. After Uttar Pradesh, West Bengal and Tamil Nadu, Uttarkhand and more recently Sikkim have constituted pay panels.

In Sikkim The Chief Minister Pawan Chamling said that the State Government will soon implement Sixth Pay Commission in the State.

Where as in Uttarakhand government is considering a strategy to implement the Sixth Pay Commission recommendations in the hill state for its employees.

The government has constituted a high-powered two-member committee headed by former union petroleum and natural gas secretary Sushil Kumar Tripathi.

At present, the state government has 160,000 employees even as 65,000 jobs are lying vacant. In case these posts are filled, the government will require Rs 1,500 crore every year.

The government has come under considerable pressure after the Uttar Pradesh government announced its decision to implement the sixth pay panel recommendations. The state employees are hoping that they will get a hike of 25 per cent.

The main task of the committee will be to devise ways and means for the implementation of the sixth pay commission report in the hill state.

I am a Maharashtra State Govt. Employee (PSU)due to retire on 31.12.2008. The sixth pay commission is still to come out with terminal benefits for superannuation retirees. I will be retiring with a lumpsum scheme and therefore will not be able to avail on the new pension benefits announced by the 6th CPC. The only means that I look forward to is an increase in the Gratuity amount from the present Rs.3.5 lakhs. Are you able to throw some light on this aspect of Gratuity being enhanced? Thanks.

  16. Sir,
The pay bands set up by 6th cpc and revised by the COS is found to have some sorts of drawbacks what we found.
Employees in service as on 01.01.2006, will get benefit in fixation of their pay.But employees who were not in employment as on 01.01.2006 and have joined in their services on or after 02.01.2006 will have to face recovery from their pay.Let’s take the following example-
If one is in service as 01.01.2006 and drawing basic of Rs4000.00,his salary was PAY 4000.00+DP 2000.00+DA 24%=7440.00 and his pay will be fixed at 4000.00*1.86%+2400=7440.00+2400.00=9840.00,and accordingly he will get the difference of Rs2400.00 ie the grade pay only.
But sir, employees who have joined in their services on or after 02.01.2006,their pay will start from new basic @ 5200.00+grade pay 2400.00 and as on 01.07.2006 when they were drawing pay ie 4000.00+DP 2000.00+DA 29% 1740.00=7440.00 and their pay will be 5200.00+2400+2% DA 152.00=7752.00.So their difference of salary will be 7752.00-7440.00=312.00.
As on 01.01.2007,their pay was 4000.00+2000.00+2100.00=8100.00 but in revised pay their pay will be 5200.00+2400.00+756.00=8056.00 and they will be at loss of Rs44.00 and there will be recovery from their pay. Like wise you may take examples for employees joined newly after 01.01.2006,and you’ll get such results.
So our pay band needs to be revised suitably.
    G.R.Kuar and Friends.

    Dear Sir,

In the interest of the common man who is overburdened by the recent inflation and medical costs besides, cost of living, housing etc. the Maharashtra State Govt. should take up the matter of accepting and executing the recommendations of the 6th CPC on a war footing.

I work for a State Govt. PSU and will soon be retiring with just the lumpsum amount with no pension benefits. Sanctioning the Gratuity Amount to Rs.10 lakhs would give me a reason to smile as I have put in more than 40 years of a hard struggle. Similarly, other Mumbaikars would also stand to benefit in the near futrure.

I sincerely request the Maharashtra State Govt. to look into the needs of a common man and bring cheer to him in his old age.

    Thanks.

SCPC recommended 50% of minimum of Pay Band as pension irrespective of number of years of service. 2. Govt has not rejected this proposal in its decison on pension. 3. Then where did the officcials get this proportionate weightage formula for calculating pension. 4. SCPC has made one Rank one PAY for all three Military services, but why did they not implement ONE RANK ONE PENSION?? 5. Finally, when at all will they implement or plainly make payment of this few hundreds to the elders (counting days of remaining life)??
